UPDATE: Police Charge This Man In Kings Plaza Shopping Mall Fire

UPDATE – The New York City Police Department has charged Avon Stephens, 23, of Farragut Road with arson in yesterday’s fire at the Kings Plaza Mall that injured 29 people.

The individual is described as follows:  Black man, last seen with a white shirt and wearing dark pants and dark colored footwear.
