Signs: Keep Dogs Off Plants and Platform

Is this sign implying that people are lifting their dogs up onto the little bit of landscaping that’s in front of this apartment building at Ocean Avenue near Avenue Z. Or, maybe, the dogs are just jumping right up onto the raised platform?

We’re not sure what’s really going on, here, or why the residents felt the need to post this sign, but based on all the other signs around Sheepshead Bay urging dog owners to control their dogs and their waste, it’s easy to see that we’ve got ourselves quite a problem.
