Midwood Husband And Wife Indicted In $100K+ Welfare Fraud

For more than six years, Rivka Baror, 51, and her husband Avraham Baror, 64, fraudulently collected $108,715.57 in Medicaid and food-stamp benefits while using phony names to hide assets, including a home and several luxury automobiles, prosecutors allege.

Kings County District Attorney Charles Hynes and Human Resources Administration Commissioner Robert Doar announced the indictment of the husband and wife team for their participation in the crimes, which spanned from January 1, 2006, through June 30, 2012.

According to the defendants’ welfare application forms filed under the names Avraham Baror and Rivka Baror, the couple claimed to have minimal income and no assets, which enables them to receive food-stamp and Medicaid benefits.

However, investigators from HRA and the District Attorney’s office uncovered documents showing the defendants used aliases to maintain bank accounts and purchase property, cars and vacations.

“These defendants carried out an elaborate scheme using aliases to buy property, travel, and live the high life for years, while stealing benefits designed to help truly needy and deserving individuals,” said Hynes. “Anyone who intentionally conceals information to obtain illegal benefits will be prosecuted to the fullest extent of the law.”

According to the indictment, the couple claimed that they rented their home at 1349 East 2nd Street in Brooklyn from the landlord, Avraham Bachbuth, for $1,100 a month. Allegedly, Avraham Bachbuth is an alias used by Baror.

According to property records, Avraham Bachbuth purchased the home in April 2004 with Rivka Yedidia. Like her husband, Rivka used an alias because Yedidia is actually Rivka Baror’s maiden name.

Credit card statements showed numerous purchases at restaurants, movie theaters and stores. The investigation also uncovered Department of Motor Vehicle records for a 2006, 2007 and 2008 BMW as well as a 2007 Lexus registered to Yedidia.

Further, the indictment alleges the defendants maintained several bank accounts under the names of Rivka Yedidia and Avraham Bachbuth to which they deposited $4,400 monthly.

The couple had two safe deposit boxes at two separate banks. One contained $72,700 and €1,500. They also held jewelry and a foreign passport in Avraham Baror’s name.

“This case is an egregious example of individuals who abuse New York City’s public benefit programs.  It also represents a good instance in which our Finger Imaging System photos helped us weed out Food Stamp fraud,” said Doar. “Every fraudulent dollar spent in this case, was a dollar taken away from New Yorkers truly in need of Food Stamps and Medicaid and it will not be tolerated. I would like to thank District Attorney Hynes and his team for their continuing support in the fight against public benefit fraud.”

The situation came to light after HRA investigator Thomas Toth met Rivka Yedidia at the agency’s Manhattan office in 2010.  He learned she had been coming to the office since 2009, helping individuals seeking HRA benefits fill out paperwork and prepare for interviews.

Toth became suspicious when Yedidia told him that she had paid off the mortgage on her home with the proceeds she received from a lawsuit. He suspected her knowledge of the Medicaid program was based on her own benefit receipt.

As he began to investigate, he found no records for anyone named Rivka Yedidia. He then looked up her home address and found that Rivka Baror lived there and had the same birthday as Rivka Yedidia.

Toth later confirmed that Rivka Yedidia was a food-stamp and Medicaid benefit recipient under the name of Rivka Baror using photos that showed the two individuals were the same person.

Charges against the Barors include Welfare Fraud in the Second Degree, Grand Larceny in the Second Degree, and Offering a False Instrument for Filing in the First Degree.  If convicted, the defendants could face a maximum of 15 years in prison.

The defendants are expected to be arraigned today at Kings County Supreme Court, Part 10, at 320 Jay Street.

  3. Based on what we have heard over the years, it appears to be alot easier to abuse the system than it is to follow the rules.     The entire system is a “swiss-cheese” and is another fine example of a Government run “business”.

  4. Amazing how this could go on for so long without being discovered and that there are no checks and balances in the system to automatically uncover such fraud. It took a single well intentioned city civil servant doing his job everyday to become suspicious and start the ball rolling. Kudos to him and all the other civil servants who to their tedious jobs everyday unrecognized and unrewarded. I hope the system rewards him, which it probably won’t.

I been out of work for 16 months and can’t get a food stamp,money,nothing and I am born in the USA,These two should teach a class…I don’t give a shit about people screwing the government,it’s not like it will change if the crooks are behind bars…I say good for everyone finding a way around the system,$75,000 in a bank is good for a few months if you have children and elderly parents to take care of.Let the boos begin

  9. you know it would absolutely seem like it, unless you actually need it. Its amazing, i have absolutely no understanding how these people got through. I know so many people who actually, really, in dire fucking shapes, and they get denied medicaid, food stamps, welfare. According to the organizations, they make too much money. They are barely paying off the bills and relying on friends and relatives for support – things like – food, clothing, necessaries of everyday life, yet they are making too much, simply because they are working, paying their taxes and are somehow able to survive. 

    Shits like those above really give a bad name to people who actually need it. I hope they pay off all the money they owe and rot in jail. But they will still get medicaid and free food in jail. so whatever.

Here’s an idea for the bureaucrats…stand at the checkout line at ANY store.  You will see the people using EBT with fur coats, diamonds, the latest fashion.  They will pull out their wallets, give the cashier the EBT card (after diving through their myriad of credit cards) ; then when they have to pay for the products not covered under EBT (which they will complain about) they will pull out a wad of bills the likes of which I will NEVER have in my possession.  Then I want the bureaucrats to follow those EBT recipients outside and take note of the car they get into.  THAT would be a BEGINNING of weeding out the scammers.  My estimate would be that at least 50% of those using EBT should NOT be receiving EBT.

    There are existing laws designed to combat crimes such as the ones described in the article, hence the charges against the defendants: Welfare Fraud in the Second Degree, Grand Larceny in the Second Degree, and Offering a False Instrument for Filing in the First Degree.

    Therefore, it appears that in this case, each branch of government performed its function properly.

    Moreover, adopting more laws (the only remedy available to Sen. Schumer and Assembl. Cymbrowitz) inevitably leads to cries of “big government”, “crippling regulation”, etc.

  19. The only thing shocking about this, is that there was actually an arrest. Don’t worry a sympathetic judge will admonish them before releasing them with a slap on the wrist and the whole story will quietly disappear.

    Russians have been robbing this country blind since the iron curtain fell in 1989. Look into the property records of your neighbors and the things you will find. White Slavery is alive and well in Brooklyn too, but something that is quietly given a slap on the wrist if is ever brought to the courts. 

    I sure hope those 10,000 new IRS agents obamie hired are going to fan out across South Brooklyn and do an inventory. They could make some dent in the national debt just by opening the cash laden safety deposit boxes of these “poor” people.
    And Russian just love to tell others how to beat the system and are very proud, even offering to help others do the same. Two russians I dated gave me some schooling in scheming. I can’t date anymore of those soulless women…

    I was told that hasid jews arent actually married by US laws and the wives are all unemployed and get welfare and free healthcare for them and their kids.  It’s the best healthcare you can get, it’s free and all doctors like it because it pays better than most insurance companies.  All that while living in their mansions in Brooklyn and popping out 6 kids a family.

    Just one of the many ways to scheme the system.  Just like some Russians and others drive their Mercedes and have food stamps.  Most of that is afforded through cash businesses and having elderly parents who don’t have anything.

Seetizen Trublood  : I’ve read about that story not only on SB but in other news sources as well, and all I saw  is their foreign passports were confiscated, no info if it were Russian or Israeli passports. Please post a link here so I could read that article.  I am also troubled with the whole system, not only with actions of certain immigrants but with ongoing corruption in most (unfortunately) city and state agencies. So try not to be biased toward certain group of people,  get a broader view. The whole system need to be changed, only then opportunity for such a fraud would be minimized. As for your “DEPORT!DEPORT!DEPORT!”, its your constitutional right to say whatever you feel, keep going. The only problem is that it won’t change anything, fortunately or not.
