Meet Captain Noema Ioffe, Executive Officer Of The 88th Precinct

Two months ago, NYPD Captain Peter Fiorillo told us that the 88th Precinct would be getting a new, female executive officer — his right-hand person and the precinct’s second-in-command — as a result of community discussions with NYPD brass about public safety amidst increasing gun and gang violence. At the November meeting of the 88th Precinct Community Council, we got to meet that new leader: Captain Noema Ioffe.

A pleasant and approachable presence, Ioffe led the meeting in Fiorillo’s absence (due to temporary illness) and encouraged residents to reach out to her with any quality-of-life or traffic safety concerns — two of her priorities in her role as precinct executive officer.

“My goals are traffic safety, which encompasses many things: making sure drivers are driving safely, addressing drunk driving, making sure they yield right-of-way to adult and little pedestrians, leading our domestic violence program, and quality-of-life enforcement,” Ioffe told us. “We want to reduce domestic violence, apprehend offenders, and provide educational information [for both parties]. Quality-of-life includes problems with urinating, drugs, and loud music.”

Ioffe is a first-generation immigrant from Russia who has lived in the city since her teens, first in Queens and now in Brooklyn, where she says she “loves how multicultural our borough is of all backgrounds and perspectives.” She joined the NYPD 11.5 years ago because she “felt it was the best way to make a contribution.”
