We’re not sure when this business at 1821 Avenue U popped up, but it had to have been recently. The place was a computer and television repair joint as recently as a couple of months ago, but when we took a stroll past last week, we saw that Judy’s Foot Wear – selling men and women’s apparel – had put roots down in the storefront just off the corner of East 19th Street.
