After the July 2 water/oil leak on 23rd Street between 3rd and 4th Avenue, many have been wondering what the inevitable repair work would entail. The gang over at Concerned Citizens of Greenwood Heights recently posted an update from Con Ed detailing what we can expect:

On Monday, we cut open the pipe at the leak location on 23rd St and inspect the cable inside the pipe for damage.
Our preliminary inspection of the cable section on 23rd St shows we will likely have to remove one section of cable and replace it from the manhole on 23rd St between 4th Ave and 5th Ave to the manhole at 23rd St & 3rd Ave west of the leak location. We will be cutting the joint open at 23rd St & 3rd Ave for further inspection. I believe tomorrow Engineering will give us their determination and then I will update you.
I have attached a photo [above] of a typical freeze pit/freeze tanker set up for your reference. There is one set up on 23rd St. between 4th & 5th Ave. and one on 25th St outside Gowanus Substation. This is set up so we can open the pipe to isolate the dielectric fluid for further testing and repairs. They will be maintained around the clock until the inspection and repairs are complete. The off shift work to maintain the freezes is not noisy. As much as possible we will try to schedule the more impactful steps for day shift, especially for the locations on 23rd St. There should be no limitations on the system due to this single transmission feeder alone being out.
