Lander’s ‘Investigation Needed’ Series
Following his editorial co-written with Council Member Jumaane Williams, Council Member Brad Lander released the first in a series of reports called “Investigation Needed” about the NYPD policies that Lander believes should be looked into more deeply.
The report, shown above, includes concerns about police surveillance with regards to the Handschu guidelines. The report says “the NYPD has not been able to provide any specific assurances to lawmakers and the public that its surveillance policy is legal, beyond a generalized statement that they are ‘committed to doing what we have to do, certainly as long as we’re doing it pursuant to the law.'”
Police Commissioner Ray Kelly has cited Handschu to explain the actions of undercover officers and informants who he says have gathered counterterrorism information in public places and on the internet.
