A man with ties to the Russian mob was pulled over for drunkenly speeding down 86th Street early Sunday morning while Governor Andrew Cuomo’s city-wide emergency travel ban was in effect, say police.

Aleksey Tsvetkov, 36, refused a Breathalyzer and reeked of booze when cops from the 62nd Precinct caught up with his Lexus at 86th Street and Avenue U at 2am as Winter Storm Jonas dumped more than 27 inches of snow on New York, according the Brooklyn District Attorney’s Office.

“What are you crazy? You want me to take a Breathalyzer?” the Bergen Beach resident allegedly told authorities, according to the complaint.

Police say they witnessed Tsvetkov zip through two red lights before they pulled him over.

“We had an individual that made a series of bad decisions. I counted five,” said NYPD Chief of Department James O’Neill.

“First of all, he decided to drive after the ban was put in place. Then he decided to speed. Then he decided to blow through two red lights. And then, last but not least, he decided to drink before all this. So we locked him up for DWI, also,” O’Neill added.

The mobster — who was indicted in 2003 on racketeering charges for illicit dealings in Brighton Beach — was charged with driving while intoxicated, refusing a Breathalyzer, reckless driving, running a red light, and possession of narcotics at the arraignment Sunday, say police.

The New York Daily News spoke to Tsvetkov’s lawyer, who said his client denies the drunk driving charges:

Tsvetkov’s lawyer Tony Mirvis said his client was not drunk.
“He denies the allegation he was intoxicated,” Mirvis argued. “In this case, he will come back to fight these charges.”
Mirvis said Tsvetkov, who appeared in court wearing a grey vest, black snow pants and black boots, only braved the blizzard to help his parents.
“Their parents electricity was out,” Mirvis said.

Tsvetkov was released on $2,500 bail. His driver’s license has been suspended.

Twenty-five other summons were issued to drivers who broke the travel ban, reports the outlet.
