After neighbors have repeatedly contacted the city’s 311 system regarding flooding on Rugby Road, by PS 139, but have gotten no sufficient response to their concerns, Councilman Mathieu Eugene said he would work with community members and the city Department of Environmental Protection to address the problem.

Neighbor Susanna Stein reached out to us last week about the “lake that seems to be ever-present on Rugby Road by PS 139.”

“I know many people who have complained to 311 about it, but it doesn’t fit into any of their categories so it hasn’t really gone anywhere,” Susanna wrote to us.

The water presents numerous problems, neighbors said, including being a breeding ground for mosquitos, being difficult to ford for pedestrians and vehicles alike, and becoming a slippery hazard when it’s frozen.

After Susanna wrote to us, we reached out to Councilman Eugene about the flooding on Rugby. The legislator’s office told us they will prioritize holding a meeting with neighbors regarding this issue.

“Improving the quality of life and maintaining the well-being of my constituents has always been among my top priorities,” Eugene said in an email to us. “Flooding and the stagnant water that results from it can adversely impact the quality of life in our neighborhood. I will do everything possible to work with the members of the community and the DEP to address this critical situation.”

The DEP did not respond to repeated requests for comment.
